SUSTAINABLE TOURISM IN IRKUTSK AND THE LAKE BAIKAL
The International Baikal University is a permanent working forum for young specialists from different backgrounds such as town planning, architecture, landscape architecture, urban design, civil engineering, geography, ecology, transport, sociology, economics, city management, etc. who , after having grouped into an international team (of 5-6 persons) will have to defend its project of development on urban problems. The International Baikal University was established in 1999 by the Irkutsk City Administration together with other public and international organizations. The driving guidelines for the sessions are based on the large experience of the Europeean University of Town Planning and Urban Design (Summer workshop of Cergy-Pontoise) that has set up the original functioning strategies for the summer sessions having been experienced throughout 20 years over different countries and that has the property of the concept. The main goal of the Baikal University is to encourage its participants' interest in creative work by involving them in different regional investment projects so as to promote a high professional and social urban planning culture in tackling some relevant urban issues.

June 28th till July 23rd, 2004 Irkutsk IRKUTSK TOURISM AND BAIKAL
Irkutsk has saved its historical planning structure, city center scale, wooden buildings - unique phenomena not only for urban cities of Siberia, Russia, as well as for the whole world that served in 1997 being included into the Preliminary Worldwide Heritage list. Researchers and evaluations of tourism potential of Irkutsk, having conducted for the last 5 years by native and foreign specialists, note an insufficient using of the city's possibilities as the Eastern-Siberian cultural-historical center. Irkutsk with its own unique historian-cultural and natural heritage is not able to attract a significant flow of tourists. But Irkutsk can become a suitable and pleasing stay point (station of Trassib) for traveling to the Baikal, Far East, Mongolia and China. Irkutsk's image is closely attached to the presence of Lake Baikal (about 50 kilometers away), which isbelieved to be natural marvel containing 20% of the fresh water reserved on the globe. Lake Baikal is a pearl among the lakes of the world. Its size, depth, clear and transparent water, unique landscapes, variety of representatives of flora and fauna (80% of which are endemic species) allow to include Lake Baikal in World Heritage List. Tourist potential of the Baikal and Irkutsk is huge, there for it can be successfully developed into all forms of tourist business from extreme-athletic up to scientific and cultural ones.

6-th Summer Workshop
THE PURPOSE OF THE SESSION can be determined as a search of conceptual ideas directing to creation of the optimum conditions of tourism and vital activity of person development on the given territory and for conservation of the historian-cultural and natural heritage. Tasks of the session: - Analysis of condition of tourism infrastructure and potential; - Forming of the tourism ideology in the Irkutsk and on Lake Baikal; - A determination of balance of the interests between tourist use, environmental actions of this unique ecosystem and interests of the local population; - Development of economic, social, architectural-planning offers and recommendations in conditions of activity regulation at the specifically protected territory; - Development of the offers of the regulation for architectural-planning and building practical persons at the Baikal.

SUSTAINABLE TOURISM IN IRKUTSK AND THE LAKE BAIKAL

1st STAGE FORM BY RERTURN
Selection mode: The candidates intending to take part to the Workshops have to send by return the form, tow photographs, a copy of the passport (.jpg black and white 300 dpi) and their details (CV) before 31/03/04 Informing the organizers of their engagement to produce a preliminary research work. Each engagement means a candidate will be able to pay the registration fees (EUROS 250). In return, the candidates will receive the complementary information.

2nd STAGE: 15 MAY 2004
Preliminary research This Preliminary must be sent before the 15/05/04 by e-mail:
The preliminary work should consist of one of the following options:

  1. An analysis of comparable experiences in the country of origin of the candidate;
  2. A personal reflection on a theoretical case;
  3. An analysis of one of the sites of application for the participant who have the possibility of going there. The work will be composed of a 3-5 pages writing report (with reduced maps and photos).

The work will also be presented on A3 and be the basic for a little exhibition in the Technical University of Irkutsk.

3d STAGE: June 26th or 27th 2004 IRKUTSK, RUSSIA
Arrival in Irkutsk on June 26th or 27th, the session beginning on June 28th and finish the July 23rd ( the calendar will be delivered on the website of the workshop of Cergy-Pontoise) During the session of the workshops, the participants will: present their preliminary research work; visit the city building sites; follow a set of conferences related to the subject; then will constitute within teams so as to produce a team project (5 or 6 teams will be constituted). Fluent English is required to share their ideas with the others. They will workout (in their multi-disciplinary international team) a project carried out through discussion with the professionals and exchange with the rest of participants. At the end of the session the participants will have to present their work in front of an international jury.

SUSTAINABLE TOURISM IN IRKUTSK AND THE LAKE BAIKAL

MODES OF PARTICIPATION
Students may take part in the Workshop in Irkutsk if they have already graduated or if they are about graduate: architects, urban planners, urban designers, economists, landscapers, geographers, engineers, etc.
For quality and efficiency reasons, the number of registered participants is limited up to 30 persons and toe students per school or university with no exception possible. It is impossible that each school or university sends their best representatives and it is also desirable that students coming from the same school should be integrated in different teams.
The comity workshop will provide bed and board, visits, conferences and necessary working material.
The participants pay their flight ticket;
The registration fee is of 250 EUROS.
The participants must have a good level of spoken English of French and/or Russian.

Tow possibilities of participation:

  1. participation through the university: the university decides to take part in the session and proceeds to the selection of the best representatives after the research work leaded by the teacher.
  2. individual participation: graduated young professionals (in architecture, urban planning and engineering offices) willing to participate individually are also eligible, provided that they prepare a preliminary work, are able to pay the registration fee and respect the schedule.
